  1. The Government of the Republic of Uzbekistan (hereinafter referred to as the “Borrower”) has received a loan from the Export-Import Bank of Korea (hereinafter referred to as the “Bank”) from the resources of the Economic Development Cooperation Fund (hereinafter referred to as "EDCF") of the Republic of Korea in the amount of one hundred and two million and eight hundred and forty-six thousand US Dollars (USD102,846,000) toward the cost of the 21st Century Uzbekistan-Korea Friendship Children's Hospital (Establishment of Children’s Medical Center) Project in Uzbekistan (hereinafter referred to as the “Project”), and intends to apply a portion of the proceeds of this loan to payments under the contract for which this invitation to bid is issued.
  2. The Project Executing Agency (PEA) now invites sealed bids from eligible bidders for the construction of Children’s Medical Center for a construction period not exceeding 24 months with supplying medical equipment, HIS, non-medical furniture and training for medical equipment and HIS operation. The project involves contracts under supply of equipment and the construction of a complete plant are provided through a single contract.
  3. Bidding will be conducted through Competitive Bidding (CB) procedures, single-stage and two-envelope specified in the Guideline for Procurement under EDCF Loans, and is open to all eligible bidders that meet the following minimum qualification criteria.

This Invitation for Bids is open to bidders only who are the combination of entities in the form of a Joint Venture or Association/Consortium (JVA), which shall include a construction company, medical equipment supply company and a hospital information system supply and development company, under an existing agreement or with the intent to enter into such an agreement supported by a letter of intent.

  1. For all bidders
    1. A Bidder, and all parties constituting the Bidder, shall have the nationality of Republic of Korea.
    2. All pending litigations shall be treated as resolved against the bidder and so shall in total not represent more than fifty percent [50%] of the bidder’s net worth. (Each partner in the JVA must meet the requirement)
    3. Bidder's last three [3] years average and last year net worth calculated as the difference between total assets and total liabilities should be positive, respectively. (Each partner in the JVA must meet the requirement)
    4. Bidder in bankruptcy status to Korean Law or Act as of the submission for bid proposal of this invitation for Bids is prohibited from joining this tender.
  2. Construction Company
    1. Average annual construction turnover for the last three [3] years shall be US$ 36,000,000 [thirty six million US Dollars] or more calculated as total certified payments received for the contracts in progress or completed. At least one of any partnermust meet sixty percent [60%] of the requirement
    2. The bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of US$ 7,200,000 [seven million two hundred thousand US Dollars] and the overall cash flow requirements for this contract and its current works commitment. At least one of any partnermust meet sixty percent [60%] of the requirement
    3. The bidder shall have experience under construction contracts in the role of contractor for at least the last five [5] years from the deadline for bid submission and each partner in the construction JVA must meet the requirement.
    4. Bidder should have the construction projects successfully completed in the role of contractor specified below;
  • at least one general building (but not limited to hospital) construction project in its country of origin for the last ten[10] years from the deadline for bid submission, each with a value of at least US$ 39,200,000 [thirty nine million two hundred thousand US Dollars]. (at leastone partner in the construction JVA must meet the requirement);
  • at least one [1] hospital construction (minimum GFA 20,000 m2 and not less than 300 beds and shall include mechanical and electrical works) project within the last ten [10] years from the deadline for bid submission in or outside of its country of origin (at least one partner in the construction JVA must meet the requirement);
  1. Medical Equipment Supply Company
    1. Average annual turnover for the last three [3] years shall be US$ 25,000,000 [twenty five million US Dollars] or more calculated as total certified payments received for the contracts in progress or completed. At least one of any partnermust meet sixty percent [60%] of the requirement
    2. The bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the cash-flow requirement of US$ 5,000,000 [five million US Dollars] and the overall cash flow requirements for this contract and its current works commitment. At least one of any partnermust meet sixty percent [60%] of the requirement
    3. The bidder shall have experience under medical equipment supplying contracts in the role of supplier for at least the last five [5] years from the deadline for bid submission and at least one partner in the medical equipment JVA must meet the requirement.
    4. Bidder should have the medical equipment supplying projects successfully completed in the role of supplier specified below
  • at least one [1] similar project (minimum contract amount US$ 5,000,000 [five million US Dollars] that have been successfully completed in the last ten [10] years from the deadline for bid submission in or outside of its country of origin. (at least one partner in the medical equipment JVA must meet the requirement);
  • at least one [1] similar project that have been successfully completed in the last ten [10] years from the deadline for bid submission outside of its country of origin. (at least one partner in the medical equipment JVA must meet the requirement);
  • In this tender document “Similar project” means the project including delivery, pre-shipping inspection, installation, training and warranty of medical equipment which coincides with not less than 20% of the number of major medical equipment supplied for the project. Medical furniture and surgical instruments will not be counted. Major medical equipment list will be provided.
    1. Bidder should propose the existing document by a letter of intent with local maintenance agency who has successfully completed as a supplier or sub-supplier, in at least two (2) contracts which cover the training, warranty, and maintenance service and at least one (1) of major medical equipment in its country of origin in the last five [5] years from the deadline for bid submission. Major medical equipment list will be provided.
    2. The supplied Medical equipment must have a registration certificate in the Republic of Uzbekistan at the time of delivery.
  1. Interested eligible Bidders may obtain further information from the Ministry of health of Republic of Uzbekistan and inspect the bidding documents at the address below from 09:00 to 15:00 hours.
  2. A complete set of bidding documents may be purchased by any interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of US$ 500 [five hundred US Dollars]. The method of payment will be by bank transfer. Bank details: Joint-stock commercial mortgage bank "Ipoteka-bank" Tashkent city Mehnat branch. Account 20203840800102144009 Tax reference number 200935974 MFO 00423, OKONH 97300. Ministry of Health shall not be responsible for any postal delay.
  3. Bids must be delivered to the address below at or before [15:00  27 August] 2016. All bids must be accompanied by a bid security of US$ 1,000,000 [one million US Dollars]. Late bids shall be rejected. Bids will be opened in the presence of the Bidder’s representatives who choose to attend at the address below at [15:00  27 August] 2016.
  4. The Ministry of health of Republic of Uzbekistan will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
